Customers Will Still Receive Help Before Regular Benefits Resume Thanks to Governor Moore’s Emergency Order
Annapolis, MD — Today, the Maryland Department of Human Services announced Maryland will issue 100% of federal Supplemental Nutrition Assistance Program (SNAP) benefits to customers based on the regular benefits schedule starting November 18.
During the federal government shutdown, the Trump Administration decided to stop funding SNAP benefits on November 1, 2025. Governor Wes Moore moved quickly to ensure Maryland SNAP customers received funds representing at least 50% of their benefit amount in November.
“Governor Moore made sure Maryland moved urgently to leave no one behind throughout the Trump Administration shutdown,” said Maryland Department of Human Services Secretary Rafael López. “The governor’s decisive actions prevented Maryland families from going hungry while the Trump Administration fought to withhold these lifesaving benefits.”
As of November 13, Maryland issued a total of $46,941,257 in November benefits, representing 217,842 SNAP households.
Marylanders who regularly receive SNAP benefits before November 18 will continue to receive at least half their benefits on the day they normally receive SNAP. Customers will receive the remainder of the SNAP benefits they are due on November 18. Marylanders who normally receive SNAP benefits on and after November 18 will receive their full SNAP benefits as regularly scheduled.
Maryland Food Assistance Follows Additional Maryland Food Aid
On October 30, 2025, Governor Moore announced a $10 million emergency grant from the Fiscal Responsibility Fund to quickly get food on the tables of Marylanders impacted by the federal government shutdown and the U.S. Department of Agriculture’s delayed release of November SNAP benefits.
