Baltimore, MD — The Maryland Department of Human Services (DHS) will send a text message to Maryland Benefits customers the week of March 22, to connect them to tax support resources and information on the Maryland Earned Income Tax Credit (EITC) and Maryland Child Tax Credit (CTC). The campaign reflects the Moore-Miller administration’s focus on innovative approaches to reduce childhood poverty and expand access to public benefits.
The message will be sent to approximately 350,000 DHS households who are likely eligible for the tax credits and are participating in the Supplemental Nutrition Assistance Program (SNAP), Temporary Cash Assistance, Energy Assistance, and other DHS-administered benefit programs.
The text will come from the number “1-223-338-2845” and reads:
“If you worked in 2025, you may get up to $4,000 from the MD Earned Income Tax Credit when you file your taxes. See if you qualify Qr.MarylandComptroller.gov/mdb”
The outreach is part of the Earned It Campaign, Maryland’s all-of-government effort to create pathways to economic mobility for Marylanders through increased awareness of and access to the state EITC and CTC. Led by the Office of the Comptroller and the Governor’s Office for Children, the campaign features the coordination of over a dozen state agencies – including DHS. In coordination with Maryland Benefits, the state’s online benefits access platform, the effort uses direct outreach to ensure potentially eligible households receive timely information from trusted state agencies about credits that can strengthen family finances and reduce child poverty. Other strategies have included free tax preparation offered through local departments of social services in Prince George’s County, Washington County, Baltimore County, and Baltimore City. The Earned It Campaign builds on the state’s track record of expanding access to benefits through initiatives like the Maryland One Application, a mobile-friendly tool that allows Marylanders to apply for vital benefits in just minutes and has connected over 111,000 residents to SNAP.
“Many Marylanders who qualify for these tax credits may not realize they are eligible,” said Maryland Department of Human Services Interim Secretary Gloria Brown Burnett. “Through this direct outreach we are helping families access tax credits that can make a meaningful difference in paying bills, covering child care costs, or building financial stability.”
“The Earned Income Tax Credit and Child Tax Credit are among the most effective tools we have to support working families and reduce poverty,” said Maryland Comptroller Brooke E. Lierman. “This partnership ensures more Marylanders get the money they’ve earned and keep more of what they work so hard for.”
“We are working in coordination across state government to reach Marylanders where they are with this information to ensure that no one leaves cash on the table,” said Special Secretary Carmel Martin of the Governor’s Office for Children. “These efforts are a critical piece of the Moore-Miller administration’s work to end childhood poverty and create pathways for economic mobility by making it easier to access critical benefits.”
