Department of Human Resources Names Subramanian Muniasamy Chief Technology Officer
Baltimore— Md. Department of Human Resources (DHR) Secretary Lourdes Padilla today announced that Subramanian (Subi) Muniasamy has joined the agency as the new Chief Technology Officer. Muniasamy will guide the implementation of one of the largest information technology projects in Maryland history, MD THINK, Maryland’s Total Human-Services Information Network.
“We’re excited about this innovative approach to service-delivery and look forward to Subi’s leadership as we implement this advanced technology platform to improve human services for the citizens of Maryland,” said Padilla.
MD THINK will break down traditional siloed data barriers between state agencies by providing “no wrong door” to access customer information. The network will provide a view into all of the services a constituent is receiving from DHR and its partnering agencies, including the Maryland Department of Health and Mental Hygiene, and the Maryland State Department of Education, among others. This will allow agencies to better plan and support customers on their road to self-sufficiency.
Muniasamy has over 20 years of experience in IT health and human services in the State and Federal sectors. Previously, he was the Chief Information Officer at the Maryland Health Benefit Exchange and was responsible for a well-known rescue and turnaround of the Exchange after it had failed in its first year of operations in 2013. He subsequently delivered three successful Open Enrollments and established model mobile and web-based technology platforms that many states have since sought to emulate. Muniasamy led a team of more than 150 State and contractual staff and oversaw an annual budget of $40 million. He achieved significant cost efficiencies and effected a complete overhaul of the Exchange’s technology, from proprietary and expensive software architecture to Open Source and modular technology solutions.

The strategic initiatives of MD THINK align well with my own long-term vision of unified cross-agency technology systems, and I am thrilled that now we have an opportunity to forge ahead with the project,” said Muniasamy.
Muniasamy has an MBA in Leadership from Franklin Pierce University in New Hampshire.
